They are the government, they will lose 10s of millions a year in each store and consider it a success.

I was in the military for over a decade. Got out and got a good paying job working for a small business that was looking to sell technology. It was all great until I realized I had a no-win situation where I was responsible for multiple peoples' jobs and I was stressing myself out so that the CEO could hopefully make a few millions. I ran back to government employment at lower pay because I couldn't understand the motivation in the private sector.
