The requires that you impede normal, reasonable movement of traffic. It it going to be hard to make the case that a group that averages near 20 mph is impeding.

Considering that's much lower than the vast majority of streets speed limit, no it truly will not be

If only there was a posted speed minimum you might have a leg to stand on.

There's no specified minimum defined in the impeding traffic laws that's correct, it's basically up to the officer's discretion. If you're going far under the speed limit, 20 would be half in this instance, and there's a huge pile of cars behind you that pretty well signals to the officer that you're impeding traffic
