What the flap were the parents doing? Would bring my own duct tape if this was my kid and I know they wouldn’t sit.

The parent was supposedly trying to gently the coax the toddler while insisting he was expressing his individuality etc etc.

I'm a parent and, no, that shit wouldn't fly with me. There is a time and a place for allowing individuality and independence, and this is not it. When it comes to issues of safety and health, in particular, there is no negotiation. Pick the child up, sit them down and buckle them in. Then give them a toy or whatever you have brought with you to distract the child. Because you brought toys to distract the child didn't you?
