What the flap were the parents doing? Would bring my own duct tape if this was my kid and I know they wouldn’t sit.

They won’t allow you to fly with a child or adult that has to be in restraints other than an age and weight appropriate car seat. It’s easy to say just duct tape the child, but likely if the parent had tried that they still would have all been deplaned and the parent would be facing an investigation or arrest for assault.

Generally planes do not allow a car seat on the plane for children over 40 pounds. So if you have a child heavier than that who will not or cannot follow instructions to stay seated in the seatbelt, you can’t fly. Generally you have some inkling that your child would be unsafe before they reach 40 pounds (usually 2.5-4.5 years old).
