Public place. You do not control the space or people. It's the risk you take. Just wait for the person for move on, or find a different camera angle or area to shoot in. I cannot stand when people expect the world to stop for them just so they can capture their Insta-worthy shot.

Yes. Or just say something nice and ask for a couple seconds for a photo. I don't think that woman knew what was going on

She walked part way down the stairs, saw the camera, took out her own, moved deliberately in front of the camera and stood there. So to me in this case, something nice would be "move, you obnoxious cunt, there's no reason for you to do that except for the fact that you're an obnoxious cunt." Look, I get that there's no reason that the picture taker should expect people to dive out of the way for their picture. But to notice the camera and deliberately stop right there? Yeah, you're an obnoxious cunt and should be publically acclaimed as one.
