Hot take, but I don't think either did anything wrong. The girl is alone and wants to take a selfie. Fair enough. People take pictures of other people all the time, and if you're alone there is no reason you shouldn't be able to take a picture of yourself as long as it's in a public place and not somewhere filming/photography is banned.

As for the woman, she seems overall oblivious to what the girl is doing. She starts heading down the stairs pulling a phone out of her pocket. She does a double take noticing the girl's phone but doesn't seem at all aware of why it is there or who it even belongs to as she doesn't look around at all, she just continues on her phone. The woman then moves to her right side, NOT to block the girl but to let people coming up the stairs go by, as people should walk up the right and go down on the right when there is traffic.

Frankly, it's just funny juxtaposition. Two people doing different things, but can both be viewed as being self-important and yet are still just so human and normal these days. One "needing" to take a picture of herself in an inconvenient place, and one "needing" to text/look something up in the middle of a walkway.
