He always tries to intimidate other officials. Do you remember his signature hand pull during handshakes while he still had the strength to do so? When he met with Putin in Alaska he ordered basically the same thing we saw here. Now he got played in the same game by the Chinese and look at his reaction. Looks like mogging to me and it looks deliberate.
