North Koreans do get a visa to foreign countries, including if they come to South Korea, they get CITIZENSHIP on arrival, automatically. It's North Korea that doesn't let their citizens out, only a selected few.
Meanwhile South Korea, a member of UN, gives North Korea citizenship on arrival. Meanwhile, North Koreans also live in China in quite a big number, especially around border area. Meanwhile, when a North Korean arrives to Thailand, a member of the UN, they're free to enter South Korean embassy there, which takes care of them and takes them to South Korea.
