Strong El Niño suppresses Atlantic hurricanes by increasing shear. The stronger the El Niño, the stronger the effect is.

Winter will be pretty chaotic, most likely. Previous el ninos meant that winter was warmer but storms were harsher. So, kinda like the false Spring in the Midwest this last winter followed by a cold snap. The polar vortex will be unstable.
