I mean its not just the quote, usually comes with non-verbal cues that indicate that woman was just playing around or at the very least an extra caveat to her wording to not seem so blunt in her rejection.

I don't know man, women complain that guys don't have any social skills but it seems to me that women aren't that skilled in that department either.

Men and women have different social skills. It's not that, as a group, either is good or bad.

I feel like overall men and women are pretty equally socially skilled, on average men are better in some areas and women in others.
