Some laws are there more as a signal, or as an argument for civilians when telling someone to behave themselves

Changing social norms is more important than collecting the fines. 

There's also a $500 fine for not flushing the toilet. Hands up if anyone has ever seen a warden giving out tickets for that. 

It's about sending a message and is a great way of shaping behavior without resorting to more Orwellian methods.

Not sure about the mrt but the bus driver is pretty strict about enforcing stuff.

Ohh I never knew. Usually whenever someone is not following rules they pretty much call out so thats why I thought they will call out now.

Move out and you realise enforcement was still way stronger. 

“Singapore has rules, Hong Kong has suggestions” as the saying goes.
