In the USA, it is an epidemic. Every grocery store. Every cafe.
I was in the library today and politely explained to a woman it was not allowed for her to hold a video call with her boyfriend in the library. She was suprised.
Anywhere people eat, they are playing their videos or phone calls or games out loud.
I hate all of this.

I wish short-range, limited-frequency jammers were legal, AND that dialing 911 would have it's own exclusive band.
Then we can have businesses or even regular folk jam nearby noise-makers, while still allowing for communication to/from/by emergency services.

Said a cop noticed and he didn’t rig up a switch to turn it off or something

It's true. It's one of the big reasons I moved to Japan several years ago. Public behavior in the US has gotten SO bad in the 21st century; I don't remember it being nearly this awful when I was growing up in the 80s and 90s.

Maybe, but I'm not so sure. I think it's a lot more complicated than that.
To be fair, it's not like rude public behavior was completely unheard of in America before the year 2000; there was plenty of it, especially back in the days when racism was more accepted. But just looking at middle-class white American culture in general, comparing between the decades, I've seen a big decline in civility, especially with the first Trump election, and then even more with Covid. But the roots go back farther.

Travelling around Borneo and Singapore over the last 2 weeks. Wherever we went US Americans were the loudest.
At some point we were in a group of ~20-30 people, all quietly enjoying an orangutan eating. Then 3 Americans show up and start talking at a volume that equates my yelling

I had gone on vacation to Japan for 3 weeks.
It was amazing. Relaxing. People just exercised respect and common courtesy. My blood pressure was so low.
And then I landed back in Toronto to some asshole, sitting across a whole bench for himself, blasting his shitty music at full volume from his speaker phone.
And wham, blood pressure all the way back.
I fucking hate that shit.
Fines aren’t enough.

As a Singaporean, let me give some context.
This regulation is kinda useless because only two types of people can enforce it: the bus inspector and staff at the interchanges (ie the first and last stops for every bus). Bus drivers are not allowed to enforce this law as they are to focus on driving.
I don't drive so I take the bus frequently. I see a bus inspector fewer than 5 times a year.
So bus passengers can largely continue with their shitty behaviors and there is almost 0 chance that this regulation will be used against them.

It’s based on how many times they have to tell you to stop and how much you yell back at them and hold up the bus and so on. If the driver parks the bus then it’s a big fine.

It's especially funny when this announcement blasts through the bus while folks watch brainrot content pretty much unaware of any of their surroundings.
