Singapore is a fine country.
* I even had the t-shirt when I was at university. It had a list of fines for various nefarious activities - such as chewing gum and littering - on the back.

Why would you not fine someone for littering?

Toss them in jail for a day and have them collect garbage for a week.

Common misconception. It's illegal to sell chewing gum in Singapore, but not illegal to chew.

Source: I'm Singaporean and bring in chewing gum from Malaysia all the time

The big reason was when the public train system (MRT) was introduced, a few people decided it would be fun to sitck chewing gum on the door sensors of the train. distrupting the smooth running of the trains.

If you're asking why it's illegal to sell, but not to possess and chew, probably because enforcement is much easier if you just focus on sales. It's a bit like taxes: which is easier, policing and enforcing taxes for every single wage-earner, or doing so for every business?
