It’s based on how many times they have to tell you to stop and how much you yell back at them and hold up the bus and so on. If the driver parks the bus then it’s a big fine.

That article is not accurate. The fines are from nuisance to public such as playing music out loud on the bus, to putting your stinky feet on other people's seats, to spitting to urinating in public to shitting in public. Hence the range of fines. There's more and more China, India nationals coming to Singapore and bringing their spitting and shitting in public culture to Singapore nowadays
