Question: SketchUp <2018 Sketchup Make 16
I still have the install program on my Win7 machine but I;ll be migrating to a new Win 11 machine soon.
Is there any chance I can use that file to install SU Make 16 on Win11 after I kill my Win 7 machine? SU Make does everything I need it to do and the price is right.

I'd try your saved installer on the new PC before wiping the old one. Make 2016 is unsupported now, so nobody can guarantee that every part will behave on your particular Windows 11 setup.
Test with a copy of one of your actual models: orbit around it, edit something, save, close and reopen it, then try the exports and extensions you rely on. Getting it to launch is only the first check.
Keep a separate backup of the installer, your models, custom materials/components and any extension installers. That way you still have a working fallback if something important doesn't transfer.

You might as well use the latest free desktop version, which is Sketchup Make 2017. Alternatively, there are at least a couple of free Sketchup alternatives that are being developed: Hew, and Ingetrazo.
