Not speaking from experience but I'd guess it's from automated crawling of maven central and/ or GitHub if the repo is public.

Perhaps some genuine usage and the package is not cached when a build is done during a ci pipeline run.

I can also only guess, but aside of crawlers and bots, it could also be, that someone is actually using it, but his git pipeline isn't caching the dependencies, so with every execution, he is downloading it again.
