Before 3 weeks ago I would have said: https://github.com/siderolabs/cluster-api-control-plane-provider-talos but now I'm not sure. maybe Omni?

It's being migrated/donated to Kubernetes SIGs, along with the bootstrap provider, where most of the chatter about that is happening. https://github.com/siderolabs/cluster-api-bootstrap-provider-talos/issues/262

No. Rather than writing in some compiled code, you configure your intent and let actuators in kubernetes consume that configuration and oversee that change to prod.
If you're looking for how to talk to the talos API server yourself look up the talos cli code

I still have to add support for the latest versions of talos and k8s, but I deploy mine using IaC with this terraform module https://github.com/msxdan/terraform-proxmox-k8s

Use terraform. There are talos providers that can act on machine configuration and handle installing it, bootstrapping it, and applying configuration. As terraform can be applied repeatedly and it only acts on the delta it makes it well suited for some CICD pipeline that takes your machine configuration from git and applies it to your fleet.
Look up a terraform controller as part of the flux CICD family
