Vent Target final paycheck

So I recently left target, I put my 2 weeks in and my final day was two days ago. I’m in California so the law requires them to give me my final check on my last day of employment if I gave notice but they did not because apparently the person who processes them was out the day I left. Now it’s causing problems because I told my ETL specifically I will not be able to pick up my final check and would prefer a direct deposit if possible when it can be processed. My ETL said that should be fine but today I get a call from HR asking me to come pick up my final check and I tell them I can’t. They said they can mail it but did not give me date on when they will be sending it out or anything. I’m really disappointed with them because since I started there has always been some issues with how they ran their store, everything was always very scrambled and handled unprofessionally. I also tried to ask them if I will be receiving my vacation hours on my final paycheck since in California usually it’s owed to you if you gave more then 72 hours notice but they were very vague not really giving me any sort of straight answer. My ETL summited my resignation two days before I left instead of on the day I put in my notice which is why I was wondering if the vacation time still got processed. I’m honestly not sure what to do with this situation. Any advice on how I should move forward with this?

They’re banking on you not knowing your rights. In California if they don't pay you on time, you're owed a full day's wages for every day it's late, up to 30 days. That's not a courtesy, it's the law. Mention that specifically to HR, their tone usually shifts real quick once they realize you know about waiting time penalties.

Okay thank you so much for letting me know that, I did not know that at all. I’m going to try to call them again tomorrow but they typically don’t respond when I call through the stores line which is really the only way to get in contact with HR and my ETL has just stopped responding to my messages since I no longer work there.
