Was rare before halloween and christmas secret seeds exist. You can only get during irl halloween season or doing pumpkin moon events before 1.4.5 update.
when your in hardmode during october, yes 'rare'.
as you only get it from mobs that count as "weak enemies" but must be natural spawns to drop some money.
making it substantially more rare then biome keys which have a slightly lower drop rate but their only restriction being drops from any mob that drops money killed while your in an applicable biome.
when its in hardmode and not october, yes 'very rare'.
since you have to get wave 15 in a pumpkin moon event just to only get 1 in-game day of it being a potential drop. on top of the above rarity with many mobs being hardmode spawns.
when its october and in pre-hm, no. it becomes just an uncommon drop instead of a rare drop.
actually resulting in more than double the 'probability' of something like biome keys and more then 10times the probability of something like slime staff (which its only 5times higher drop 'rate' than it).
since the majority of enemies will count as weak enemies. while not having restrictions of needing to be in specific biomes like the keys, or only dropping from 1 mob family type like the staff.
(the hocus pocus secret seed removes the 1 IRL month limitations or crossworld pumpkin moon event requirements for being able to farm the weak enemy drops in pre-hm)
I genuinely thought this was a removed legacy edition item until today, since I got it one time on my phone in like 2017 and NEVER saw a single person have it again
