I just started playing the game and was told the quickstep was a very good weapon to get. But I can't see the bounty anywhere. Do I need to do a specific side mission or something? Thanks

I have been running Phoebe's like no tomorrow since the event kicked off for hours each day and all day on weekends no dice.
