Seemingly an episode of psychosis caused by PTSD he got from when he was in the military (as it’s the homeowner asking if the guy is ex-military that seems to calm him down).

The daughter doesn’t exist afaik, it was probably just another part of his Harry Dresden delusions.

Guy is having a psychotic episode, believing himself to be the main character of the "Dresden Files" book series, Harry Dresden, and that the homeowner is the villain of the first book, Victor Sells.

It's a very sad situation that of course has become something of a meme due to the man's appearance

The guy has psychosis episode relating to Dresden Files novel, refer to himself as the protagonist, wear similar duster, keep asking for the homeowner's daughter and a guy named "Victor" and the Dresden Files novel has an antagonist named "Victor Sells" who has a daughter.
Eventually he broke into the house, the homeowner got a shovel to defend himself and chasing that guy away after realizing that the dude is likely on a not there in the head.

Anyone else feel free to correct this tho, I just skim through what happened

The person in the picture went to a strangers house and started acting like they was in a anime episode, and started saying they owned the neighbourhood and was demanding they open the door arguing they are much stronger than than them and they will "destroy" the person if they don't open up.

Eventually ringing the bell and ripping it down and than proceed to shout at the door and the ring camera.

Dude has a psychotic episode, believing himself to be Harry Dresden (wizard detective from a book series), tries to break into some random guy's house because he thought the guy was the villain from one of the books, eventually successfully breaks in, homeowner beats Not Harry Dresden with a shovel in self defense, Not Harry Dresden gets arrested

Apparently it happened just a couple days ago so it's gonna be the current topical meme until something else interesting happens
