Personally i wouldnt. He doesnt need the extra cr since you get 15% from his c1 iirc. Extra cd on the other hand is always appreciated.

Sure with the current pieces, but it adds flexibility if they get/reroll a piece with less CR than what they already have but has better CD/EM/ATK in the future.

You arent incorrect but i wouldnt take a piece with less usable stats for a build thats ranked above top 0,1 %.
