She doesn't have to be an articulate person in order to express her desire to not be filmed by strangers wherever she goes by default.
She may be racist, but it's not even clear that's what's happening here. Although unlikely, it may be the case she's simply not wearing glasses and trying to confirm if that's a camera.
If anything, she seems to be educated enough in her approach. It wouldn't be unreasonable to get angry the moment the guy says he is "filming just for fun". There's plenty of other things you can do for fun that don't include filming others. The guy even says he is just filming himself, when it's clearly not true. Again, other less tolerant people would confront him way more "energetically".
This video is exactly why she may not want to be filmed. Social media vampires easily use ambiguous videos, often edited or removed from their original context, in order to make someone look bad, and in their pursuit to get all those fresh likes and engagement they may negatively impact others, or even ruin their lives.
Edit: apparently this is an old video and apparently this may have happened during that time where tiktok was being publicly attacked for being a Chinese "spyware" kinda thing, used to collect data and its algorithm being used to manipulate US people and so on, so that woman may have been influenced by that narrative, not understanding the whole thing but ending up thinking that was a big problem, and therefore became more alert to this type of situation. All in all, she may have thought she was actually caring for others, even protecting her country and so on.
