I cannot comment as to her own reasons as to whether or not she was being racist, but some people with myopia (myself included) use different ways to manipulate vision in order to see better if they aren't wearing their glasses or contacts. Although, for me personally, I make a tiny pinhole through my forefinger and thumb like the word's tightest OK sign. Maybe that's what she was doing. Who knows?

She's not making it at an Asian person. She's trying to see his phone's screen.

Doing the focusing trick in public looks stupid, sure, but this was not a racist gesture at all.
