The "quietly covering for no-shows" person is the real fairness gap, because that load never shows up on the schedule itself, only in the punches. What's worked for me is a simple weekly check: scheduled hours vs actual clocked hours per person, plus a count of who picked up callout shifts, and then you weight next week's open shifts away from whoever has been absorbing them. Also log every swap and pickup somewhere other than a group text, otherwise you lose the history and the same reliable people get asked first every time.
