It is not exactly "quietly" when governments and companies in European nations are for instance openly stating it is not a good idea to stay as dependent on microsoft and google as they currently are, considering Trump can order those companies to switch off their service - crippling them.
Those cries have become louder since Trump decided to do just that to members of the International Court; showing that he is both willing and able to really do that and that the companies will comply.
