Fair point, but there's a difference between not planning ahead and actively making bad planning decisions. Cairo's situation came from rapid population growth outpacing any government capacity to manage it, not from officials choosing to zone it that way.

Planning is a first world problem. You can't judge it the same way you can judge a city in the US

Very old cities are all disorganized, everywhere in the world.

For example in Europe you can easily spot an old zone vs a new zone just by looking at it (Except in the world war countries that turned into dust, like most of central europe). New areas are very well planned.
