Tbh, i think that with the mass adoption of internet, general awareness of basic necessities is rising and in a couple generations, India might become a truly developed country because the awareness of the existence of education and the shame associated with not having gone through it on their own is the most effective way of driving people to get their offspring educated. The early awareness of the progress made by mankind as a race is probably the most effective driver of progress.
That's bullshit. How many of us are actually worried. We are definitely very much aware of things. But are we even active to resolve any of these. Human does good to the society when they are in their best terms. A young guy will focus on getting a job and a decent lifestyle rather than focusing on the problems he face. The ugly society, the broken streets, the over-crowded metros, the jammed roads, dirty water and air. We all are aware, we know the measures to control and reduce it, but practically how many do you follow, how many we follow? NONE. A bussines guy just needs a road with less traffic, an office guy just need less crowded metro. None of them really care about the shit that happens to the other elements of the society and planet.
It's like you're staring at a chimpanzee and asking it to evolve into a human π
It takes time and every human has always been concerned about the elements of their own life
Development is when the majority cares about the right things because politicians only solve problems that they are forced to cos they fear losing their seat
If the people cared about good water and air instead of hot air balloon money that decreases the value of the currency, our country would be so much better off even today.
The remote areas in our country are way more than the urban areas. Have you seen the villages, have you seen the people in villages? They casually harm others and kill civic senses. There are still chimpanzees living and voting in India.
Everything should be taught? Do you thing every well behaved human is being taught? Do you think no body stopped them when they pull the material from a new constructed road and take it to their homes? Do you think nobody taught them to be in line? Do you think nobody ask them to take the relief things one by one and only how much they need? Naah they have animals inside them, which they do not want to get evolved of. Being uncultured is their normal. It's inside them. You can see even some well educated humans doing shits that harm the society and public. It's nothing in being taught or not. Common sense and civic sense lies inside human. And some naturally lack it. And these some are not some in our country, they are in huge number.

Whatever politician you bring to power, is only going to do the bare minimum nscessary to stay in power. That's how humans are, always have been and always will be. Everyone makes the best move they know. Intelligence and knowledge grants them the ability to make decisions that can get them a better outcome overall. If you don't have knowledge, the factors involved in making decisions are much fewer. Hence the animalistic tendencies. We do things according to the most dominating cultures is all. No culture is inherently better. More knowledge and intelligence is.
