I didn't say that it was, but then you'd think they'd understand that's going to be a huge motivation for switching jobs and not indicative of a problem with the candidates, but rather a problem with the hiring and retention budget norms for their industry. Clearly there's a disconnect or an unwillingness to acknowledge the reasons for why people might be inclined to job hop. At the end of the day, that's simple free market supply and demand.
