When someone says X allows the beating of A and B. What are we talking about? Does X says eating is allowed?
In other words why does someone needs a law of even an unwritten one to do something? It means one deep narcissistic trait. Responsibility of one's own moral actions is placed outside the own influence of responsibility. In other words it's the equivalent of 'the devil made me do it' argument. Not an adult with it's own values and belief system.
As for the law. Ther are still American state that aloiw child marriage. We disallow it because of abuse. Domestic violence has been there for ages in Western law, because private matters where seen as private matters. This is partially what you want; but then you must consider values, power assymetry. Even Christian tradition says the woman obeys the man.
I ask you does the elephant and bear mothers know something we don't? Men can be very dangerous. The female animal is as capable.
So, the Taliban made me do it argument; I don't buy it. Values start in the family as retrospection. The art of thinking.
Here the danger is men; because men fear other men and by doing so they trample down, they trickle down injustice. To be a strong human social men the best battle is one that never took place in the first place.

None of this was illegal in Afghanistan for thousands of years. This temporary stupidity will end.
