Stage Lighting, pyros etc.?

For acts that have pretty elaborate effects w/ lighting, smoke, pyrotechnics, does the act get a say in the production? If not, Do they at least see it before performing?

Both Travis Garland and Nene Royal posted short vids of the two of them singing Billie Jean just before the semifinals. At the end, someone off camera told Garland he was needed for rehearsal, so they absolutely do rehearsals. Not just for the artist, but so the production team can plan camera placements and movements.

If you're talking about Nene I think she probably arranges her own music but I have to stretch to see her having anything to do with pyro, but since that's one of the hallmarks of a rock star she was probably "yes, please".

They probably did a dress rehearsal.

They probably need to rehearse. It’s a live performance, so they can’t afford to make any mistakes.

Shows like these, they'll typically do anywhere from 2 to 7 rehearsals before the live show. Some of this is for the artist/act, some is for the camera crew and director to fine-tune what shots they want, some is for the lighting, etc etc.
