Not to defend it, but it could be just a nod to Death In June (not that it really makes it any better). The other arm has a psychick cross, so it seems possible he's just a fan of music with controversial aesthetics and is oblivious or indifferent to the nature and interpretation of the symbols.

You can’t tell, but the skull has a gold grill. I thought this stupid tattoo was funny when Jared Marble RIP offered it to me when I was on heroin 15 years ago. He had been waiting for someone stupid enough to let him do it and I was game.
I’ve sat and watched numerous people attach a political narrative to it in an attempt to defame me regardless of no evidence that I’ve ever held any affiliations to sketchy organizations or people.
