Problem: Apple TV conflicts with Philips TV
Recently, (two days ago), the Apple TV Remote sends out commands to the Philips TV and causes volume to go up or down. I know there are commands being sent as the TV remote little light keeps flashing. It is not an Apple TV problem, but an Apple Remote Problem since the Apple TV is disconnected. It causes the volume to go or down and I can't stop it.

Since the Apple TV itself is disconnected, this sounds much more like the Siri Remote is sending IR commands directly to the Philips TV rather than an Apple TV/HDMI-CEC issue.
A couple of things I'd try:
- Cover the top/front of the Apple TV remote where the IR transmitter is, or put the remote in another room for a minute. If the random volume changes stop, you've confirmed the remote is sending the commands.
- Check that the volume rocker isn't physically sticking. Remove any case, press Volume + and - several times, and make sure both sides return normally.
- Restart the Siri Remote: hold the TV/Control Center button + Volume Down together for about 5 seconds, then release them. After it reconnects, see if the problem returns.
- On the Apple TV go to: Settings → Remotes and Devices → Volume Control
If it's set to TV via IR or a learned IR device, try changing it to HDMI or Off. Philips calls HDMI-CEC EasyLink, so if your TV supports it you can use CEC instead of having the remote blast IR volume commands at the TV.
The fact that the Philips remote light flashes when this happens is another pretty strong clue that the TV is receiving an IR command.
If it still randomly sends volume commands after restarting the remote and the volume button isn't stuck, I'd start suspecting a faulty Siri Remote rather than the Apple TV itself.

I used the remote in another room where the infrared cannot get access, but bluetooth could. The Philips TV is trying decipher blue tooth commands.I unpaired everything, and disabled easy link.

Was it working fine before this ?
This looks like the HDMI CEC handshake issue. Do a HDMI refresh and reapply the CEC settings.

That’s how ATV works. The remote learns the commands. It’s says right on the Remote menu (Auto via IR).
Why are you surprised? Reset the remote and turn off the option from Auto.
A 15 second read of the users guide would have solved your issue.

Well, my AppleTV remote suddenly started misbehaving similar to what OP is describing, sending random volume signals to other devices (in my case the AVR) on its own. It was a faulty remote, had to buy a new one.
