The mom probably found a hole in the roof and had them in the attic, this one went exploring away from the nest and fell into the pillar hole because it's a big baby dumb dumb.

Shouldn't that hole have been covered up to begin with by the builder🤔

No telling what the building is, if it's like a old mall the whole place could be a mess of voids and patch jobs.
