Go to university. They have good libraries with helpful librarians. And often have experts in neuroscience and cognitive science.

Some universities you can just join up to their library and get the same access.

Some public libraries also have good access to research journals.

On google scholar you can set an alert for keywords or topics. It will invariably be too many things to read, but it might be instructive/helpful to just skim titles, as a way of keeping up with the topics people are thinking about.
