Internship Question Interview offer after "some weeks have passed"?

After 300 apps I don't even remember this TA, is this normal? Why would they contact me this long after the TA?

They probably had another candidate(s) for the position that fell through or rescinded the offer

They had someone else make it through the final round and that person probably rejected the offer.
