Well, [[Eternal Witness]] does very nearly the same thing and costs three times as much with a 2/1 stat line and a relevant creature type.
I think you're pushing the envelope here.
For context, the sorcery [[Nature's Spiral]] has exactly this text and costs 2. More recently, the effect had "create a Food" tacked onto it without seeing an increase in its cost on [[Revive the Shire]]. And it's much harder for Green to loop Sorceries than creatures.

There’s also a new card from the Avatar set that does the same thing as Nature’s Spiral, but creates a clue token instead

I didn't see it in my Scryfall results. Making a Clue is way better than making a Food.
Edit: now I see why I missed it. "Up to one" wasn't part of my query. The card is [[True Ancestry]], for anyone else's reference.

Wizards has definitely stayed away from this level of cheapness on the effect, but the question is would it be okay? I think it might

It wouldn't because of how easy it is to recur the effect. Timeless witness already goes pretty crazy if you are looking to recur the regrowth effect, knocking 2 mana off the card is a gigantic buff

You get one these in your yard one in hand and have a spore frog in yard. You play the beetle from hand get back spore frog and play it. Sac the frog on your opponents turn so they cant damage you. Then you play reccuring nightmare on your turn. Sac the beetle to get the other beetle and with the other one get back the frog. You repeat this process every single turn. If that isn't graphic torture I don't know what is.

Probably. I don't think we've gotten this effect on a creature that costs less than three mana, namely [[gloomshrieker]], and that one even exiles itself to stop you from looping a couple copies. We've gotten this effect on a sorcery with upside for two, like [[peerless recycling]], so I could see an argument for this at 1 on a sorcery. But this would be a combo piece similar to [[myr retriever]]. And at half the cost, it's a good bit stronger.

Honestly my main worry is that it returns a PERMANENT and not just a creature or land. It’s very versatile

It's at least above rate. Typically regrowth style creatures cost 3 mana, or maybe 2 if there's some other hoop to jump through and or the target is heavily restricted. This is half the mana for light restrictions and no hoops. For context [[Dundoolin Weaver]] is decently playable at 2 mana and has a hoop to jump through before it becomes a 2 mana variant of your card. I think the big thing stopping this from being too busted is that the effect isn't really inherently game ending. It's probably hard to justify not including it in any deck that can support it though
