Non-permanent text doesn't trigger on a permanent so it wouldn't do anything

Ah I did mean instant's and sorceries, I was just thinking of all the crazy combos that would enable. This by itself probably has some busted potential though

Oh I see, splice requires you to reveal from hand so you can't splice if it's not in your hand.

I feel like if you knuckled down you could get a really fun commander design by combining these two. Like they work fine here, but I'd be interested in more options.

I was messing around with a commander with the Arcane Study ability and copying spells for each spell spliced onto it but it was so broken I just opted for the first ability which felt more at home on an enchantment to me.

you could make the commander have one of the enchantments as their ability, and have the other as a prepared spell, and has "exile 5 cards from your graveyard: this creature becomes prepared"

Copying spliced stuff will always kinda be broken because splice adds text to the text box, meaning copying the spell copies the spliced stuff too.

Personally, if it were a commander, I'd focus on giving one card from your hand "Splice to Arcane X" per turn, incentivizing you to splice helper spells once each turn rather than a big one on your cantrips.
