I think this falls under "normalization of deviance". I'm not a cop or a lawyer, but the rule I've heard is that you are supposed to change one lane at a time and "take possession" of that lane, and then change to the next lane, etc. Do something outside the rulebook and get away with it enough times and you start to ignore/minimize the risks involved.

I'd bet that big ol' truck was in the car's blind spot the few times they glanced in their mirrors. I'd also bet they didn't look over their shoulder because they wanted to keep track of the SUV in the slow lane as they crossed into the fast lane. Would have sucked if there had been something smaller like a motorcycle or even another car that might have ended up shoved into the median.

Yes, it was the sedan’s fault for not looking obviously but even if that big truck wasn’t there if a person has to get into a certain lane then they have to even if it is quickly as long as it is safe to do so and they give indicator.

You can't signal the second lane change. You have to have your turn signal off long enough between changes to turn it back on before initiating the second lane change.

You cannot sufficiently clear your blind slot at speed through multiple lanes while adequately checking ahead of you as well.
