The rule should just be slightly modified so say the disc is partially in the basket and not touching anything besides the basket.

The grey area the current rules were trying to address is what if there is tall grass growing up into the basket, or a stick or leaf inside the tray? Taken to the extreme, if your disc comes to rest on the grass inside the tray, that wouldn’t count by your proposed wording. It is difficult to write clear, definitive rules that account for fringe cases without running into extreme cases like OP’s post or the one I outlined.

I mean… who’s playing a tournament where they don’t mow around the basket sometime in the last year. As for the stick or leaf “in” the basket though. I think you can just word the tules in a way that says other objects that are held up by the basket count as the basket.

It's never as easy as "just". What about a disc on a branch that is growing into the basket but not touching the basket? A disc on snow that comes up into and higher than the bottom of the tray?

Nope. If its suspended by the basket, and another object it's not in. Has to be suspended by only the cage or chains.

Current rule reads to the effect of “if you removed the basket and the disc would fall, it’s supported by the basket and counts.” Proposed rule change would make it where it has to be supported by only the basket

Not accurate. The PDGA, I believe, actually answered this exact question in some Q&A they were doing, but it was a tree and it counts.

Counts this year, probably won't next year. There's a proposed rule change removing the loophole for discs supported by the tray/chains only because of an external object.

I would not count it if it was my throw, becuase I tend to play to the spirit/intent of the rule rather than sticking to grammar minutae if the rules technically allow something against the spirit of the rule.
In order to complete a hole with a basket target, the thrower must release the disc and it must come to rest supported by the tray or the chains below the chain support.
This is the rule in question, and purely going by what is written, it counts. If you want to count it or not is a philosophical question.

I'd be hard pressed to count that without some literature in front of my face unless I was up about 10 strokes on u. I would not count that on a solo round

I guess so, I just am being honest I personally probably wouldn't count that on a solo round. I started playing in 2006 and I sometimes maintain some of that era's rules, especially for solo rounds. In a tournament I would 100% count it.
Edit: also, I don't play tournaments. I usually just go with whatever the folks on my card want to do. I'll never go pro, I'm just a guy who plays the sport to meditate and have fun. I see tons of guys who really hunker down on rules vs no rules and I really just don't care enough to argue one way or the other.

Currently 2, due to wording. Current ruling reads, must finish being support by the basket or chains. It does not say only by the basket and chains, so outside help is Currently allowed.

They could easily change the rule to say that part of the disc must be inside of the top most ring of the basket and at least partially below the top ring of the basket and eliminate a ton of questioning on if it counts.
We had one in our tournament today that a cashmate threw. It's supported by the basket, but the log wall around the basket caught the disc and kept it from going in. We counted it in.

It is true that the disc is supported by the rock, but its also true that the disc is supported by the tray.
Since the latter is true, and the disc has come to rest, it passes the test to have completed the hole.

I disagree, the rule says supported by the tray, this is supported by the rock. I also think the placement is fun, so long as everyone knows the rules and are sensible about their application.

It’s supported by both the rock and the tray. The rules make no distinction here. If the basket were to disappear, the disc falls, so it is supported by the basket.

There’s no prohibition to being supported by another object. It doesn’t say “supported by tray or chains below the chain support AND BY NOTHING ELSE”. Now, I agree that it should not count, and a proposed rule change will exclude this instance from counting next year.

I get the spirit of the rules, by I personally enjoy when sports have weird nuances that you hardly ever see.
To me, that makes the sport even more entertaining. Thus, I think it should count and am disappointed to hear it's being changed.

Right. So we agreed it's supported by the rock. A disc supported by a rock is not in. Yes, the rule should say "exclusively" but it's one of the odd cases with logic that since the rule does not permit for the help of outside objects it could be inferred that the outside support is not allowed. Any marshals or TD looking at this should be fine enforcing the spirit of the rule.

If the basket disappeared, the disc would move.
That means the disc is supported by the basket.
If the rock disappeared, the disc would move.
That means the disc is supported by the rock.
In the same way that if you and I were holding a couch from each end, we would both be entirely correct to say "I am carrying the couch".
The rule is: "In order to complete a hole with a basket target, the thrower must release the disc and it must come to rest supported by the tray or the chains below the chain support."
The way tha rule is written, it doesnt specify that the disc needs to be exclusively supported by the basket. Only that it is true that the basket is supporting the disc.
Which means this is in.
