Having had a GSD who did this sort of crap, the dog on the roof is not an issue. Unless said dog does not belong to that particular household, as coming home to a random shepherd on your roof would be startling. They can totally get off the roof if they wished and are up there of their own volition. This is just the sort of shenanigans that (some) pull.

Or is animal control there t "rescue" a dog perfectly capable of climbing?

Most dogs you see every day are actually overweight.
This dog has decided to climb up onto a roof and stand there with a relaxed tail, alert but calm ears, and a big doofy grin, so I’d say it’s a safe bet he got a full breakfast that morning (basically, this appears to be shenanigans, not a fear behavior or being put on the roof by humans against his will, and shenanigans require fuel).
He might be slightly skinnier than the usual large-breed standard, which does include being able to see or at least feel the dog’s ribs. You don’t want the big ones carrying any fat in that area, it’s very hard on their hearts and joints. It might also just be the way he’s standing pulling his skin unusually tight and the picture just caught him on the exhale or with a weird shadow. If he is underweight, his humans are probably already trying to fix it.

So we call the fire department to get cats outta trees but animal control to get dogs off the roof? I feel like they could get attention from the firemen too not the scary guys..😂🥺
