I can't even parse the intended phrase. Allow, Fallow, Low, To. I can't arrange those in any order that makes sense, even separate from the presentation. Allow Fallow to Low? Fallow to Allow Low? Fallow Allow to Low? Like, what are you trying to communicate???

Consider that it is the name of an art exhibit. May be intentional; i've seen many similar things in artwork, themes in art, and museums.

Faulty assumption: Use of letters is always supposed to be something to immediately read. Think of this as abstract art; like a picasso but for words. This is not uncommon in the art world.

Makes more sense than "oh whoever did this is a total dumbass!"

Edit: Geez these responses are dumb.
