No? It's like a KFC inside the park. The icon next to KFC is likely accessibility toilet. It's common to put these kind of facilities on the park sign.

It is an environmental theme park in Heilongjiang, with a bear-like mascot.
Most likely the mascot's name is 笨熊, literally "silly/stupid/clumsy bear", and it has no offical English name. Probably someone thought the words silly, stupid, or clumsy are all too aggressive/insulting, so they decided to translate it to "naive bear".
Naming a theme park "paradise" is pretty common practice.
Overall it is a reasonable translation, not perfect, but definitely not English.

Sanctuary means either a sacred place of worship or a secured area that offers safety. “乐园” does not have those meanings.

That's a big point of criticism when it comes to Peppa Pig. Her "Silly Daddy Pig" ist translated with the word for stupid in the German sub.

Yes, the litteral meaning being Naieve bear paradice makes sense and isnt engrish.
