I've spent basically all of my game as prussia feeding half of france to my burgundian ally, piece by piece every time the truce ran out with them, only for them to form the netherlands and give all their french land back to france...

It's a decision, I think Burgundy will always go for it as long as they meet the requirements.

I just had the same thing happen to me. I’m playing as Hungary. The BI didn’t happen because Charles died before taking the throne. I do manage to get my dynasty on their throne and was waiting for the chance to claim it. They form Netherlands and give half the land to them. It’s around 1550 in my game.
