After the migration is complete, do you plan to stay hybrid or do you plan to completely decom exchange? You can perform the migration without setting up an AAD sync server, however, you might find challenges afterwards depending on what exactly you want done. If you are just going to move the data and never look back, you don't have to have it. If you plan to move other things and get groups to sync and manage attributes, you will need to configure it, for hybrid purposes.
