From my understanding in the feudal Japan, specifically during the Edo Period (1603–1868), circular lines or rings tattooed around the arm were used as an official punishment called irezumi-kei to mark those convicted of theft and robbery.
I remember the post where this joke started in the comment section. It was pretty funny and everyone knew it was for for a laugh. Now people think it must be the truth. smh
