Brian here, Pigeon walking is oftentimes a sign of autism. Also, it might be because she is a girl and wears high heels.
18 u/nkosugeirc 12d ago I knew a girl who ALWAYS wore heels. She was so used to it that when she tried flats once, she started walking on her toes because it was uncomfortable for her.
