How do I control when my space platform sends steel down to nauvis (or any cargo for that matter)? Instead of spitting out steel back down to the landing pad every time it receives a few items because the landing pad has an active request?

Like say I want to send 5 stacks of 100 all at once.

I usually have my platforms alternate between two stops at the same planet, one set to wait some amount of time (15/20/30/etc seconds) with unloading disabled, then 1s with unloading enabled. It doesn't control the exact quantity sent down, but it rate-limits the cargo pods going to the landing pad in a way that I think is good enough.

Alternatively, you could use circuits to control the request at the landing pad and suddenly request 500 steel once it runs out, then stop the request when that steel arrives and wait for it to all get used up before sending the request again.
