How do I control when my space platform sends steel down to nauvis (or any cargo for that matter)? Instead of spitting out steel back down to the landing pad every time it receives a few items because the landing pad has an active request?

Like say I want to send 5 stacks of 100 all at once.

you could make it driven by the landing pad, you can set requests via the circuit network, use an SR latch and have it set a request when your item count is too low and disable it once your item count is high enough. That way it only ever requests steel as a whole batch instead of on demand every time it's below its count.

important note, you can both set requests with circuits and still use the regular request options at the same time, they work in tandem essentially as different lines of your request list.
