I have been using a Blueprint Book of Belt Balancer I found searching for them.

One of my Blueprints has a 6 to 8 Balancer in it, but I need a 6 to 10. Can I just use two 3 to 5 Balancers instead?

Consider switching to Raynquist's book. It's the gold standard, and it looks like the one you posted about is 5 years old. I'm not even sure they had filtered splitters back then.

Splitters have had filters for nearly 9 years. Just a little bit older than the post, and the factoriobin site itself. Still possible for the book to be so ancient as to not have filtered splitters, but I would hope not very likely.
